It is both an honor and privilege to serve as the Executive Director of the State Universities Civil Service System. This role has provided me with an opportunity to lead a dynamic organization at a time when there is so much potential for modernization and growth for both employees and administrators within our University System.
As an agency, our primary goal is to design personnel programs that are truly transformative by nature for Civil Service employment through the utilization of sound and efficient processes. It is our obligation to develop policies and practices which allow each of our Employers to not only compete in the market for employees, but to also accomplish this while maintaining the fundamental principles and rights established by our statute for employees and applicants. Therefore, our policies effectuate standards that facilitate the recruitment, retention, and development of quality employees who will support the teaching and research mission of each university and affiliated agency.
This time of transition provides us with an opportunity for examination and consideration of where we can make improvements in our performance so that we are better able to serve our stakeholders in each affiliated agency and public university within our jurisdiction. Serving our institutions requires that we listen and act on their requirements and expectations, create the services that fulfill these needs, and then determine if there is satisfaction with our efforts. We are committed to this endeavor and we must work cooperatively to address our customer’s needs. While we do regulate, we cannot dictate.
In summary, please be assured that our focus is to seek and continuously improve our organization, to concentrate primarily on those who utilize our services, and then measure the results of our efforts. I’m look forward to continuing to work with the Merit Board, campus administrators, Human Resources staff, the Employee Advisory Committee, and other employee representatives as we develop new and innovative human resource practices that best serve the citizens of the State of Illinois.
