Review the duties and minimum qualifications set forth in the class specifications.

Transfer from the class specification to the Legend of the Rating Sheet the minimum acceptable qualifications. For the long form use Rating of Training and Experience for Professional, Semi-Professional, and Administrative Classes (White paper).

There are three levels of allowable experience used in rating the long form.

A-level is outstanding experience for the class for which the applicant is writing.

C-level is good experience for the class for which the applicant is writing.

E-level is barely qualifying experience for the class for which the applicant is writing.

Criteria for determining the quality level shall be as follows:

  1. Does the applicant’s experience and training indicate a knowledge of current practices in the field for which the examination is being conducted; e.g., engineering, chemistry, accounting?
  2. Does the applicant’s experience and training reflect a capacity to plan and organize a program required by the duties of the class for which the examination is being conducted?

The rating schedule is the medium through which the various judgments reached during the process of evaluating the applicant’s qualifications are expressed in numerical form.

For each job for which credit may be allowed, the number of years and months credit allowable and the level assigned shall be clearly marked in the left-hand margin.

EXAMPLE: An applicant has four years and six months of A-level experience. In the left-hand margin by the job description, the rater shall mark:

(This indicates the number of years and months and the level of experience allowable.)

If a job listed has some qualifying aspect such as half-time, part-time, or only remote relationship, the amount of credit (½, ¼, etc.) shall be stated and the reason for allowing partial credit clearly indicated.

EXAMPLE: Four years, 6 months of C-level experience based on half-time:

or two years, three months of C-level experience allowable.

If a block of experience is of no value for the class or if insufficient information has been given in the description of the work, the block shall be marked NV (no value) in the left hand margin.

When all the blocks have been evaluated, transfer to the rating sheet the dates and under the proper level column, the years and months of allowable experience.

Total the years and months of allowable experience in each level.

Deduct from these totals any requirements listed in the Legend of the Rating Sheet, as copied from the class specification. Deductions are taken from the lowest level first unless a Request for Prior Approval of Compensatory Qualification(s) for Examination form has been approved. Make additional deduction in accordance with the compensating factors.

EXAMPLE: Assume that an applicant has written an examination for a class which requires among other things (a) University graduation, with a degree in mechanical or electrical engineering and (b) five years of experience in plant or similar capacity, at least two years of which have been in a supervisory position with a major responsibility for power plant operations. It develops that the applicant has had a total of six years and eight months of A-level experience, four years and two months of C-level experience, and three years of E-level experience.

Instead of having a degree in mechanical or electrical engineering, the applicant has a degree in civil engineering.

The Request for Prior Approval of Compensatory Qualification(s) for Examination form which is necessary as a result of this variance in educational qualification requests that the degree in civil engineering and one year of A-level experience be substituted as compensation for the deficiency.

The rater shall deduct three years from the E-level, and two years from the C-level for the experience requirement, and shall deduct one year A-level to meet the conditions of the Request for Prior Approval of Compensatory Qualification(s) for Examination form.

As a result, the applicant would have to have his/her credit, five years and eight months A-level experience, two years and two months C-level experience, and no E-level experience.

After all deductions have been made, the resulting differences shall be the total amount of experience for which the applicant may receive credit-up to a maximum of nine years.

In computing the score note that for Supplement A (Long Form) nine years is the maximum amount of related experience to be allowed, and that this is evaluated as follows: A-level, three points per year; C-level, two points per year; and E-level, one point per year.

The experience is evaluated on this graduated scale to give highest credit to that experience which is the most valuable to the class concerned, and to credit the most recent experience.

Additional credit, not to exceed three points, may be allowed for outstanding responsibilities, work, training, courses, or quantities of experience over and above the nine years evaluated. An explanation shall be given for any additional credit allowed.

NOTE: This additional credit DOES NOT include veterans preference points.
